Introduction

Buenos Aires is the capital and largest city of Argentina. It is geographically located on the southern shore of the Río de la Plata, on the southeastern coast of the South American continent. The city of Buenos Aires is not located within Buenos Aires Province, nor is it its capital; but is instead an autonomous federal district with about 4 million people. Greater Buenos Aires is the third largest conurbation in Latin America, with a population of around 13 million.

The most important health coverage of population is the publics hospitals, in number of 35 health centers, composed by 12 general hospitals, 3 pediatrics hospitals, 1 women hospital, 12 non general hospitals and 7 specialized hospitals and centers. The public emergency system (SAME) covers all population and people in transit in the city with more than 70 specialized ambulances and fully integration with all health care centers.


Background and History

The Buenos Aires city Government is working on an CIS platform for the 35 public hospitals in the urban area. The first steps were done in 2002 developing an appointments module based on MS visual basic. Due to expensives licenses, government decides in 2004 for use open source languages. Since 2004, begining with the development of ADT and appoinments modules for outpatients. In 2006 and 2007 they added a web based form based on epidemiologic data with ICD 10 codification. In 2008 were added the pharmacy module.

System Overview

The system is called SIGEOS and has the followin modules:

  • Appointments
  • Patient identification and registration
  • ADT
  • Pharmacy management

The whole system was developed by PHP, Python and MySQL database engine. SIGEOS is distributed in 15 hospitals, without central data integration yet. In 2009 is scheduled beging to design the EMR data model. The entire new open source system is already placed about 15 hospitals, runing into a GNU/Linux intranet (based on Ubuntu) and is developing by FOSS primmary tools like PHP language and MySQL databases.
