Updated name from CHCS II to AHLTA (Armed Forces Health Longitudinal Technology Application), moved a couple of programs to their new homes. Might want to add in some discussion of the DoD/VA Health IT Sharing program, which is sort of a proto-RHIO. Or is that on the VA page?
