Personal Health Records as defined by the Merkel Foundation [1] "is an Internet-based set of tools that allows people to access and coordinate their lifelong health information and make appropriate parts of it available to those who need it." It includes "information from their pharmacies and insurance companies" and providers. While "the PHR is separate from and does not replace the legal record of any provider" [2] by one definition, integration of the Electronic Medical Record by presenting provider-entered data in the context of a web-based PHR, provides added benefits to the consumer. Securing this personal health information promotes adoption by the consumer. Inclusion of secure messaging with one's provider in combination with viewing one's ownclinical data allows for an interactive only relationship with the provider over a common set of health data. The technology available to present this data is primarily through creating secure data views of EMR data repositories. A security system requiring multifactor authentication and encrypted pages (SSL) is essential. Consumer surveys [3] indicate an interest in this functionality and additional features, such as, aggregating information from all providers, a task for Regional Health Information Organizations (RHIOs).
